A commercial opportunity can be attractive and still be unready for execution. The first decision is to define what evidence would support moving forward and what information could change the direction.

The problem: a structure before a strategy

Illustrative scenario: a company wants to sell in a new country. It is already discussing entity formation with providers, but has yet to define its buyer, channel, or operational requirements.

An entity may address a legal need. Its existence alone does not demonstrate demand or a viable commercial model. These are different decisions, with different evidence and accountable professionals.

Five questions that structure the decision

A useful assessment turns a broad intention into questions that can be investigated.

  • Customer: who would buy, why would they switch suppliers, and how will this hypothesis be validated?
  • Entry: which commercial alternatives can be compared before fixed costs are assumed?
  • Capability: what resources, people, and processes are needed to serve this market?
  • Dependencies: which matters need specialist legal, tax, or regulatory validation?
  • Milestone: what evidence would support continuing, adjusting, or stopping the project?

A roadmap that enables a decision

The document should distinguish facts, assumptions, and open questions. For each alternative, it should identify the information required, who provides it, and what enables the next step.

For example: validate prospective buyers’ interest, compare distribution options, and ask the responsible professionals to assess the implications of each option. The sequence will depend on the project’s actual constraints.

Scope is agreed in writing: questions to resolve, deliverables, responsibilities, timing, and exclusions. The conclusion may be to proceed, reformulate, or wait; discipline means supporting that next step with a reason.

Before asking what it costs to enter, define what you need to know to decide whether to enter.
